CHP officer killed in Christmas Eve freeway crash in Hayward


A California Highway Patrol officer, just hours from getting off duty and going home to open Christmas presents with his wife and three young children, was killed when an impaired driver swerved off the road and slammed into his patrol vehicle, which was parked near an on-ramp to Interstate 880 in Hayward, the CHP said Monday.


The California Highway Patrol officer killed in the crash on 880 was identified as Andrew Camilleri, 33. He leaves behind a wife and three children.


Andrew Camilleri Sr., 33, of Tracy, a CHP officer for a year and a half, was killed in the crash at 11:20 p.m. on Christmas Eve, CHP officials said. His partner, Officer Jonathan Velasquez, was treated at a hospital for lacerations and released Monday, said Sgt. Rob Nacke, a CHP spokesman.


“Today is not a holiday for the Highway Patrol. Today is about a tragic loss of one of our own, one by the name of Andrew Camilleri, who we will consider a hero now and forever,” CHP Assistant Chief Ernest Sanchez said at a news conference Monday in Hayward.


“I come to you with a broken heart, but also anger,” Sanchez said. “This person chose to drive while under the influence of alcohol and also drugs, and this needs to stop.”


The two officers were assigned to a “maximum enforcement” Christmas Eve patrol for drunken drivers and speeders and were parked on the shoulder of southbound I-880 near the Winton Avenue on-ramp when a red Cadillac moving at a high rate of speed -

- drifted off the roadway and struck their vehicle from behind. “This individual was coming home from a party and obviously had too much to drink and maybe too much to smoke,” Sanchez said. Sanchez said the driver who hit the officers, a 22-year-old Hayward man, was hospitalized with serious injuries. He is suspected of driving under the influence of alcohol or drugs, specifically marijuana. The driver’s name has not been released.


Sanchez said both officers were sitting in the patrol vehicle with their seat belts on. Velasquez was in the driver’s seat, while Camilleri was in the front passenger seat.

“The impact was so severe that it turned a utility vehicle into a very small compact vehicle,” Sanchez said. “So it kind of gives you an idea of the speeds that were involved.”


He said he had to notify Camilleri’s wife, Rosanna, of her husband’s death. The couple have a 12-year-old daughter and two sons, ages 2 and 6. “ The children were expecting their father to come home and help open Christmas presents,” Sanchez said.


Camilleri joined the Highway Patrol in August 2016 and graduated from the CHP Academy on March 3, the patrol said. He was assigned to the Hayward area office.


“Andrew was drawn to this profession due to his courage, his integrity and his desire to serve,” said Capt. Tim Pearson, commander of the CHP Hayward area office. “Andrew was a great man who loved his job, who loved his family.”


Gov. Jerry Brown and his wife, Anne Gust Brown, released a statement Monday lamenting the loss of Camilleri. The governor said flags at the state Capitol would be flown at half-staff in the officer’s honor.


For those wishing to help Officer Camilleri’s family, the CHP says the California Association of Highway Patrolmen Credit Union will establish a benevolence fund that will direct all donations to the officer’s immediate family members.

Mexican state's drop in crime seemed too good to be true – because it was: The reduction in drug violence in Mexico’s Nayarit state was widely praised, until the ‘hero’ behind it was accused of working with organized crime

Even as swathes of western Mexico descended into drug-fueled violence, the rugged sierra and pristine beaches of Mexico’s Nayarit state appeared insulated from the bloodshed. While murder rates rose precipitously in the rest of the country, crime figures showed a miraculous drop in the state – an achievement lauded by Mexico’s president, Enrique Peña Nieto, when he visited the state in February and praised "a more than 50% reduction in the level of insecurity".

Much of that success was attributed to Edgar Veytía, the state prosecutor who was lauded by a prominent anti-kidnap group and lionized his own ballad as a "hero" and "brave man" who "fearlessly applies the law".

It seemed too good to be true – and it was. Veytía was arrested on drug trafficking charges last week as he crossed the border to the San Diego, California, area, where his family resided and he visited every two weeks. Analysts say that the arrest arouses suspicions that rather than fending off the worst of Mexico’s narco violence through luck or prudent public policy, the state instead achieved the illusory peace of a pax mafiosa.

"There’s no way organised crime exists without state support."


"The message is terrible,"wrote columnist  Diego Petersen Farah in the Guadalajara newspaper El Informador. "To get results in security you have to hand over the drugs market [to the mafia]. Nayarit put the safety of the state in the hands of organized crime – and in the short term, it worked."

Accusations that a top anti-crime figure was acting in cahoots with organized crime has caused disquiet in Mexico, where the militarized war against cartels has dragged on for a decade, despite the killing and capture of dozens of crime capos and cartel kingpins.

The violence has cost some 200,000 lives and shows little sign of ending soon.Nayarit, however, was seen as a success story by locals and outsiders: in 2016, it ranked at No 2 on the Mexico Peace Index, a survey by the Institute for Economics and Peace thinktank. It also showed the largest of improvement of any state between 2011 and 2013, according to the index.


According to official security statistics, the state – with a population of 1.1 million – reported just 700 crimes in the first two months of 2017 – the second lowest among Mexico’s 31 states.But Nayarit has always been a strategic corridor for moving illegal merchandise north said Francisco Rivas, director of the National Citizen Observatory, which monitors state crime statistics and expressed suspicions over Nayarit’s extraordinary success.

Rivas pointed to an especially suspicious drop in the homicide rate – from 40 per 100,000 residents in 2011 (the height of a battle over the state by rival cartels) to just 3 per 100,000 residents in 2016."I once asked [Veytía] ‘What’s your secret?’ Rivas recalled. "I said ‘you shouldn’t be a state prosecutor; you should be president of Mexico!’ He couldn’t respond.

"Veytía is far from the Mexican crime crusader to come under scrutiny for alleged ties to drug cartels. General José de Jesús Gutiérrez Rebollo, the country’s highest anti-narcotics in the late 1990s, was long considered incorruptible, but was convicted in 1997 of working for the Juárez Cartel.

Alongside the violence, however, the CJNG has also systematically infiltrated state and local governments in western Mexico. Some analysts argue that alleged cartel infiltration in Nayarit underlines the shortcomings in a government strategy which concentrates on the pursuit of kingpins, but seldom subjects political figures to scrutiny.

Victims of mystery attacks in Cuba left with anomalies in brain tissue 

American victims of mysterious attacks in Cuba have abnormalities in their brains’ white matter, according to new medical testing reported by the Associated Press. But, so far, it’s unclear how or if the white-matter anomalies seen in the victims relatetotheirsymptoms. 
White matter is made up of dense nerve fibers that connect neurons in different areas of the brain, forming networks. It gets its name from the light-colored electrical insulation, myelin, that coats the fibers. Overall, the tissueis essential for rapidlytransmittingbrainsignalscriticalforlearningandcognitive function.

In August, US authorities first acknowledged that American diplomats and their spouses stationed in Havana, Cuba, had been the targets of puzzlingattacks for months. The attacks were carried out by unknown agents and for unknown reasons, using acompletelybaffling weaponry. The attacks were sometimes marked by bizarrely targeted and piercing noises or vibrations, but other times they were completelyimperceptible. 

Victims complained of a range of symptoms, including dizziness, nausea, headaches, balance problems, ringing in the ears (tinnitus), nosebleeds, difficulty concentrating and recalling words, permanent hearing loss, and speech andvision problems. Doctorshavealso identified mild brain injuries, including swelling and concussion.

White-matter changes are often seen following brain injuries, and the extent and duration of changes can determine cognitive impairment. Thatsaid, without brain scans and tests prior to the attacks, it’s difficult to know if the abnormalities were relatedtothe attacks or if they are from previous injuries. None of the victims reported blows to the head, however. 

US officials nowreport that 24 Americans were injured in the attacks but wouldn’t comment on how many showed abnormalities in their white matter. The officials told the AP that most had recovered and some were even back at work. But about a quarter ofthevictims reported symptoms that were either persistent or took a long time to clear up. All of the victims will likely be tracked by doctors for life.
 
Tensions and mystery Doctors treating the victims were tight-lipped about their treatments and findings, the APsaid. And Secretary of State Rex Tillerson expressed concern for victim privacy and about releasing medical information that could reveal theeffectivenessof the attacks. 
Nevertheless, doctors at the University of Miami and the University of Pennsylvaniaare working with government agencies to write up a report on the victims’ conditions and newly developed treatment protocols. Officials told the AP that the doctors wouldsubmittheir report to the Journal of the American Medical Association.

Meanwhile, FBI investigators and US intelligence agencies are still struggling to understand the mysterious attacks. The attacks were initially speculated to be "sonic attacks" based on audible noises heard by some of the victims. But scientists havelargelyruledout the possibility that sounds could cause traumatic brain damage.
